Not a caste census, but a social and educational survey: Minister Shivraj Thangadgi

There is no confusion about conducting the survey in 15 days, so preparations will start from today

Bengaluru: July 23: The central government is conducting a caste census. The state government is conducting a social and educational survey and an official order will be issued on Thursday, said Backward Classes Welfare and Kannada and Culture Department Minister Shivraj Thangadgi.

Speaking to the media who met him at Vikas Soudha on Wednesday, the minister said that a high-level meeting was held under the leadership of the CM and important issues were discussed. Preparations for the preparation of a social and educational report in the state are being finalized, and a delegation led by the Chairman of the Backward Classes Commission will go to Telangana next Monday to study the survey system there.

Since 10 years have passed since Kantaraju’s report was prepared, the Chief Minister has decided to conduct a social and educational survey again in the state. He said that the Chief Minister has directed the commission to submit the report in the next three months.

It was decided in the meeting to use teachers to conduct the survey. All department officials will join hands in this. In the next stages, how to participate in the survey, what the survey model should be, and many other issues including training for teachers in the survey will be continuously held at the officer level.
Earlier, when the Kantaraju Commission conducted the survey, there were 54 columns for collecting the survey sample. Accordingly, every house was visited and filled in and a survey report was prepared based on that. This time, it has been decided to form an expert team to decide how many samples should be collected. He said that all these processes will start from tomorrow.

The survey will be conducted in a very transparent manner. In addition to the house-to-house survey, technology will also be used. He explained that if the surveyor is not available when he visits their house, arrangements will be made to use technical facilities such as an app to record the details himself.

The survey will be conducted in 15 days using teachers during the Dasara vacation. There will be no problem during school vacation. The survey will be conducted using the necessary technology. There will be no problem in conducting the survey in 15 days. Seven crore people will also participate in the survey.

Let us clarify right now that what the state government is doing is not a caste census. The central government is doing the caste census. There is a difference between the caste census being done by the central government and the state government survey. The state government conducts a social, educational and economic survey of every person in the state. The aim is to know the education, employment, business and economic status of that person. It is the long-standing wish and dream of Chief Minister Siddaramaiah to provide special facilities to those who are socially and educationally backward, regardless of their age, and to uplift them, he said.

The Centre should allocate 24.1% of its budget to the SC-ST category
The central government should also follow the example of Siddaramaiah’s government and conduct a survey of the social and educational status of every person. Through this, its budget should be divided according to the population of the country. Budgetary funds should be allocated for the Scheduled Castes and Scheduled Tribes, which constitute 24.1%. He challenged that apart from that, they should stop distributing prasad about the Scheduled Castes only verbally.

The Veerashaiva Lingayat Panchapeetha members have said through the Davangere convention what their community should write in the caste census. This is welcome. They have not opposed the caste census. It is up to them to decide what their community should record in the survey. No one should object to this or impose any restrictions, they said.

To the question of whether there will be any revolution in state politics, the minister said that Makar Sankranti is in January. Without this, no revolution will happen, the minister said.
