BENGALURU, Oct. 15: Allegations of large-scale irregularities have surfaced in the processing of works bills under the Bruhat Bengaluru Mahanagara Palike (BBMP), with demands for a comprehensive investigation into alleged violations of engineering procedures and the misuse of outsourced staff.
According to the allegations, the Measurement Book (MB)—the official record used to certify the quantity and quality of civil works before bills are cleared—was maintained in violation of established engineering norms. It is alleged that entries and signatures, which are normally required to be made by Junior Engineers or Assistant Engineers, were handled by a single individual across multiple records.
The allegations further claim that outsourced personnel, who are not authorised to perform official engineering responsibilities, were involved in handling files and documentation related to works and bill processing, raising concerns over procedural violations and accountability.
Questions have also been raised over the role of senior officials, with allegations that the irregularities occurred despite their knowledge or oversight. Critics have called for an impartial inquiry to determine whether there was administrative negligence or complicity.
Citizens and activists have urged the BBMP and the Karnataka Government to order a high-level investigation into the alleged irregularities. They have demanded strict action against any officials or outsourced personnel found guilty, including suspension from service and registration of criminal cases, if violations are established.
